Developing a best practice alcohol policy for government workplaces

Alcohol policies in professional workplaces must balance safety, professionalism, and individual responsibility. In government workplaces, where reputational risk is high and working conditions can be intense, a clear and effective alcohol policy is essential.

A government body in New South Wales recently engaged 360Edge to review and update their alcohol policy to align with best practice. The aim was to develop a policy that effectively manages risks while being practical, enforceable, and suitable for a complex workplace environment.

The work involved assessing key risks, reviewing existing policies, and consulting extensively with stakeholders, including staff. The insights gained through this process informed the development of a revised alcohol policy that reflects best practice and supports a safer, more professional workplace culture.

The risks of alcohol in government workplaces

There are some unique challenges when it comes to alcohol use in government settings. Alcohol is often served at official events and functions and many government workplaces operate outside standard business hours, increasing the likelihood of alcohol use as part of work related activities.

The work environment itself can also contribute to risk, with high pressure roles, long hours, and frequent social interactions creating conditions where alcohol related harms may occur.

Research has consistently shown that even small amounts of alcohol can impair judgement and decision making. In a workplace where individuals are responsible for policy decisions and public communication , this creates a significant risk. Inappropriate alcohol use has also been linked to workplace misconduct, including bullying and harassment. Ensuring that a clear alcohol policy is in place helps mitigate these risks and creates a safer and more productive working environment.

A modern approach to alcohol policy

A best practice workplace alcohol policy does not simply set rules for alcohol consumption; it aims to create a culture where alcohol use does not interfere with work performance, safety, and wellbeing. The revised policy developed by 360Edge establishes clear expectations for all workers and applies to all workplace locations, including offices, functions, and external work related events.

The revised policy prioritises a fitness for work approach, ensuring that all workers are responsible for managing their alcohol consumption in a way that does not impair their ability to perform their duties. It also includes specific guidance on alcohol use at events, ensuring that alcohol is served responsibly and that individuals consuming alcohol do not return to work duties while under the influence. Importantly, the policy is designed to be practical and enforceable, balancing the realities of the workplace with a strong commitment to safety and professionalism.

Key recommendations for successful implementation

Policy change is only effective if it is well communicated and supported by clear implementation strategies. To ensure successful adoption of the revised alcohol policy, we provided the following recommendations:

  • Leadership support: Senior leaders should actively endorse and model responsible alcohol use to reinforce a culture of professionalism and accountability
  • Clear communication: The policy should be well publicised, included in workplace inductions and reinforced through ongoing training and awareness initiatives
  • Guidance for managers: Managers should be equipped with clear procedures for addressing alcohol related concerns and ensuring compliance with the policy
  • Stronger governance structures: The policy should align with work health and safety legislation and other workplace policies to create a consistent and enforceable approach
  • Support pathways: Confidential assistance should be available for workers experiencing alcohol related issues, ensuring they can seek help without stigma

A new standard for workplace alcohol policy

Workplaces have a responsibility to create environments that are safe, professional, and supportive. The revised alcohol policy developed through this project provides a model for how workplaces can effectively balance risk management with practical implementation.
